Affordable Housing Area Manager (FT)

Cornerstone Property Managers is looking to add an experienced Area Manager to our Affordable Housing team. This position is a Full-Time, Benefitted position. The Affordable Housing Area Manager will oversee properties in the CPM portfolio and will work with onsite staff to ensure the effective management and maintenance of various properties

Essential Functions:
Financial Analysis:
  • Manage the properties most efficiently and profitably possible given existing market conditions consistent with the goals and objectives of the company and property owners.
  • Prepare annual operating budgets.
  • Accurately prepare and convey all operational and recommend appropriate strategies and adjustments at monthly corporate meetings.

Marketing & Quality Leasing:
  • Establish and implement leasing goals and monitor leasing and move-in of new residents.
  • Prepare innovative and detailed marketing and resident retention plans to maximize occupancy and income.
  • Resident Retention
  • Enforce resident retention practices and service request follow-up
  • Ensure consistent communications with residents as required.

Maintenance:
  • Ensure that all physical aspects of the property are, at all times, fully functional and maintained in an attractive condition.
  • Ensure that there are effective preventative maintenance programs in place and service request turnaround is adequate.
  • Ensure that units are turned over within 3 to 5 days.

Supervisory Responsibilities:
  • Hire new staff in cooperation with the HR Dept. of CPM.
  • Encourage and facilitate training for staff including safety, emergency procedures, and other job-related development opportunities.
  • Manage a high-quality on-site staff through the implementation of effective recruiting, training, motivation, evaluation, and development programs.
  • Ensure staffing schedules are consistent with property needs. Be prepared to augment on-site staff, as needed.

Compliance:
  • Understand and ensure compliance with all federal, state, and local government regulations, codes, laws, and those of HUD, DHCR, HFA, USDA, or other governing agencies; have knowledge of and cooperate with area or municipal associations regarding ordinances and restrictions.
  • Maintain full compliance with all files and ensure maintenance according to regulations.
  • Meet with REAC, DHCR, HUD, USDA, Investors, and Auditors to conduct tours and property audits.

Administrative:
  • Conduct occasional routine site inspections including files and office operations, interior and exterior of units and buildings, building systems, and curb appeal.
  • Ensure timely communication with the VP of Housing, regarding all phases of property operation and significant changes or problems and keep organized records of such.
  • Negotiate Property contracts with vendors.
  • Assist Property Manager with the preparation of administrative documents for REAC, DHCR, HUD, USDA, Investors, and Auditors.

Mental and Physical Demands:
  • Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; requires ability to problem-solve; requires a high level of organizational and prioritization skills.
  • Requires ability to maintain confidentiality of information received.
  • Required to sit for prolonged periods; exposed to visual display terminal for prolonged periods; dexterity and precision required in the operation of a computer.
  • Ability to lift up to 25 pounds.

Supervisory Responsibilities:
  • This position will oversee all employees at the site level.

Education Requirements:
  • Associate degree from an accredited college or equivalent Real Estate education.
  • Accredited Resident Manager (ARM) or Certified Property Manager (CPM) must be obtained within five years of employment.
  • Additional requirements for Affordable Site Management.
  • Must be a Certified Occupancy Specialist (COS).
  • Must have C3P Tax Credit and LIHTC certification.
  • Must have STAR certification.

  • Must be able to manage a flexible schedule and remain available for property emergencies.
  • Regular travel between local residential sites is required. Out-of-area travels to residential sites, as necessary.
  • Must possess a valid driver’s license and New York State motor vehicle insurance.
